Vote #	1	2	9		Summary of House votes on HB 1567 1. House floor amendment to prohibit the disposal of federal nuclear weapons waste in Texas (defeated 97 to 43). This amendment would have protected Texas from becoming a dumping ground for the federal government’s nuclear weapons waste. It prohibits any waste that comes from the production of atomic weapons from being dumped in Texas. HB 1567 says that the federal government will take title to the federal waste once the site is closed. The federal government has a very poor track record when it comes to cleaning up its own messes. Texas taxpayers could end up paying to clean up the federal waste dump site if and when it begins to leak or if there are accidents there in the future. A 1998 Department of Energy report estimated that for a radioactive waste dump handling just 1.5 million cubic feet of waste, the cost of cleaning up the dump would be $370 million. Most of this nuclear weapons waste will be dumped in dirt trenches without being put into containers. The federal waste includes not only radioactive waste, but also radioactive waste mixed with hazardous and toxic chemicals like solvents, explosives, and PCBs. 2. House vote on final passage of HB 1567 (passed 107 to 34) After 6 hours of debate, about 26 amendments (none of ours passed), 4 points of order, and 10 record votes, HB 1567 passed the House on Earth Day, April 22. 9. House vote to adopt the conference committee report on HB 1567 (passed 92 to 42) Because the House and Senate versions of the bill were different, the bill was sent to a conference committee. The conference committee, led by Sen. Bivins, and without consulting Sen. Duncan, re-wrote the bill. The conference committee deleted the caps on the hottest, most concentrated types of radioactive waste (Class B and C) and implemented a brand new limit, increasing the waste by 120 times--from 5,000 cubic yards to 600,000 cubic yards, or 16 million cubic feet. The conference committee also deleted the House amendment requiring B and C waste to be disposed of in above-ground vaults so that it can be easily monitored and re-packaged to prevent leakage. This waste will now be buried in below-ground trenches.
