House Bill 3 – “Environmental Flows” Bill
House Bill 3 – “Environmental Flows” Bill – Set
for Texas House Floor Action on Wednesday, February 28!
HB 3 – a bill that is a priority in this state
legislative session for Sierra Club, National Wildlife
Federation, and Environmental Defense – would
initiate a process for determining “instream” water
flow needs for Texas river basins and freshwater inflows
for the state’s coastal bays and estuaries and
specify the actions needed by the Texas Commission on
Environmental Quality (TCEQ) and others to maintain
those “environmental flows.”
This legislation,
sponsored by State Rep. Robert Puente, is set
for a vote on “second reading” on the floor
of the Texas House of Representatives on Wednesday,
February 28. The final vote on “third reading” would
take place the next day.

contact YOUR Texas state representative in Austin by
phone, fax, or e-mail IMMEDIATELY and urge him or her
to vote FOR the passage of HB 3, a consensus bill that represents literally
years of work by environmental groups in negotiations
with water suppliers, industrial interests, and others.
