The EPA is coming to Houston on November 27 to hold a
public hearing on NESHAP (National Emissions Standard for Hazardous Air Pollutants). It
will be the only one of its kind in the country. The hearing will provide an opportunity
to formally ask the EPA to set fair standards, so that families living close to area
refineries can have a chance to breathe cleaner air.
You do not need to be an expert to testify. You can testify about how air pollution has
affected you, or just that you support cleaner air.
Public Hearing Procedures Houston, TX Tuesday, November 27, 2007
* The hearing will be held on Tuesday, November 27, 2007 in Houston, TX at the Hartman
Park Community Center, 9311 Avenue P, Houston, Texas 77012. ? * The public hearing will
begin at 9 AM and continue until 9 PM or later, if needed.
* Please contact Ms. Debra Lee by 5 p.m. EST November 21, 2007 by e-mail lee.debra@epa.gov or telephone (919-541-0860) to
pre-register to speak, or if you need specific audiovisual equipment or translation
services (for non-English speaking commenters).
* If you have pre-registered to speak, please sign-in at the registration table. We
have tried to accommodate your requests for specific time slots. We ask for your patience
as we proceed through the list. We may need to make some minor adjustments as the day
progresses.
* If you would like to testify but did not pre-register, please sign up at the
registration table. We will make every effort to work you in as soon as possible.
* The Hearing Officer will call the scheduled speakers to the microphone in pairs.
Please remain at the microphone until both speakers in a pair have finished.
* You will have a maximum of 5 minutes to present your testimony. A timekeeping system
consisting of green, yellow, and red lights will be used. When you begin speaking, the
green light will come on. Please state your name and your affiliation. It will help our
court reporter if you also spell your name. The yellow light will signal that you will
have 2 minutes left to speak. You will be asked to stop speaking when the red light comes
on. After you finish your testimony, a panel member may ask clarifying questions.
* A lunch break will be taken between 12:30 and 2:00 PM.
* A dinner break will be taken between 6:00 and 7:30 PM.
* The public hearing will be transcribed and each speaker's oral testimony will become
part of the official record.
* Please be sure to give a copy of any written comments to the staff at the
registration table.
